What Is ISPM 15 & Why Does It Matter?

ISPM 15 is an international biosecurity standard that governs the use of wood packaging materials in global trade. It was introduced to prevent the unintentional movement of invasive insects and destructive plant diseases across international borders through untreated timber. Under the standard, all timber packaging used in export consignments must be heat treated or to a specified level to eliminate any organisms that may be present in the wood. Once treated, packaging must be marked with the official ISPM 15 compliance mark to confirm that it meets the standard.


Most of New Zealand's major trading partners, including Australia, the United States, China, the United Kingdom and the member nations of the European Union, require ISPM 15-compliant packaging for all imported goods. If you are exporting to any of these markets and your timber packaging is not certified, your consignment is at risk of being stopped at the border.
